SPI ULM Holds Technical Guidance on TKDN Application and Calculation
Banjarmasin – Lambung Mangkurat University (ULM) Internal Supervisory Unit (SPI) held Technical Guidance on the Implementation of PDN, TKDN and Price Preferences in Procurement of Goods/Services. This event was held on Wednesday (6/9/2023) at the Senate Meeting Room, 3rd Floor, ULM Banjarmasin Rectorate Building.
The government currently continues to promote increased use of domestic products (P3DN). President of the Republic of Indonesia Ir. Joko Widodo at every opportunity always reminds and provides direction to all stakeholders in government agencies and BUMN to optimize the Increased Use of Domestic Products (P3DN). This was conveyed by the President with the aim of encouraging the community’s economy, absorbing MSME products, as well as encouraging the growth of local domestic industry to create a more independent national economy.
In line with the Instruction of the President of the Republic of Indonesia (Inpres) Number 2 of 2022 concerning the Acceleration of Increasing the Use of Domestic Products and Products of Micro Businesses, Small Businesses and Cooperatives in the Context of Making the National Movement Proudly Made in Indonesia a Success in the Implementation of Government Procurement of Goods/Services, all Ministries/ Institutions and Regional Governments are required to plan, allocate and realize the procurement of government goods/services using domestic products, using domestic products that have a Domestic Component Level (TKDN) value of at least 25 percent if there are domestic products with the sum of the TKDN and Company Benefit Weight value of at least 40 percent, Encourage the accelerated display of domestic products and products of micro, small businesses and cooperatives in the Sectoral Catalog/Local Catalog, announce all government procurement expenditures for goods/services in the Policy Institute’s General Procurement Plan Information System (SiRUP) Government Procurement of Goods/Services (LKPP) and filling out E-Contracts in the Electronic Procurement System (SPSE), Switching the manual procurement process to electronic procurement no later than 2023 and Providing price preferences in government procurement of goods/services for purchasing domestic products which has a TKDN value of at least 25 percent in accordance with statutory provisions.
To realize the above, cooperation is needed from all parties in order to encourage optimal use of domestic products in government spending.
In his remarks delivered by Vice Rector for General Affairs and Finance Dr. Ir. Arief Rahmad Maulana, M.Sc., IPU hopes that in the future educational staff (tendik) in the ULM environment will increasingly understand and have expertise and skills as procurement actors. Through this technical guidance activity, it is hoped that staff can carry out their duties professionally based on personality and ethics in compiling, preparing/planning, implementing and evaluating the process of procuring government goods/services in accordance with applicable regulations.
