3 Bureaucratic Reforms Encourage the Realization of World Class University
Lambung Mangkurat University (ULM) presented the Investigation Inspector of the Ministry of Education and Culture, Dr. Fuad Wiyono, S.H., M.H., in a discussion discussing ULM Transformation Tips Towards a World Class University. This discussion was held on Friday (16/6/2023) at the Lecture Theater General Building ULM Banjarmasin, attended by the Rector Prof. Dr. Ahmad Alim Bachri, S.E., M.Sc, Vice Rector, as well as faculty and study program leaders at ULM, Head of SPI and speakers namely Dr. Fuad Wiyono SH MH as Investigation Inspector of the Ministry of Education and Culture
In his speech, the Rector thanked Dr. Fuad who has given his time to share his insights in order to help ULM to become a world-class university. According to him, the potential of ULM is very large and sufficient to become a World Class University. This can be seen from several indicators such as the increasing number of professors. Apart from that, ULM in the last few months has also received various kinds of awards which have attracted other universities to conduct comparative studies at ULM.
Before Dr. Fuad explained further how the process of a tertiary institution leading to a world-class university, he explained in advance regarding bureaucratic reform in higher education. In bureaucratic reform there is always something called rejection. Therefore, it is necessary to carry out change management to process resistance and bring out everyone’s commitment to changes in the bureaucracy. There are 3 things from the ULM reform target that must be considered, namely, clean and accountable educational institutions, effective and efficient educational institutions, and good and quality community services. These are the 3 points that can support public trust in Higher Education.
The ULM reform policy for bureaucratic transformation until 2023, namely effectiveness, efficiency and economy, is focused on efforts to create world class. Implementing performance management supported by the implementation of electronic-based systems, individuals or employees have a clear contribution to ULM performance.
It is hoped that in 2033 the goals for the development of higher education institutions will be marked by adequate graduate competence, research results that can be followed up by the industrial world, conducive and innovative learning processes, increasingly accountable financial management, increasing public trust, visionary leadership, competent graduates. increasing, adequate qualifications and ratios, continuous application of punishment and reward
