Banjarbaru – Lambung Mangkurat University (ULM) through the Institute for Research and Community Service (LPPM) is currently completing the preparation of three academic manuscripts for the draft regional regulation (Raperda) in collaboration with the South Kalimantan Provincial DPRD. As of early May 2025, the progress of the preparation has reached around 80 percent and is now entering the maturation stage through a focus group discussion forum (Focus Group Discussion/FGD).

The FGD is planned to involve a number of related regional work units (SKPD) to review and enrich the contents of the Raperda before entering the finalization stage. The Head of LPPM ULM stated the team’s readiness to accommodate input from various stakeholders in order to produce a comprehensive and implementable document.

The Head of the Regional Regulation Formation Agency (Bapemperda) of the South Kalimantan DPRD, Hindera Wahyudin, assessed that the progress achieved was very encouraging. He appreciated the performance of the ULM team which consistently maintained quality and timeliness in the process of preparing regional regulations.

“The progress is almost 80 percent. It remains to be strengthened through FGD with SKPD for final refinement. Input from various parties will greatly determine the strength of the contents of the Draft Regional Regulation later,” said Hindera, Tuesday (6/5/2025).

The collaboration in compiling this academic paper has begun since March 26 and is scheduled to be completed on June 23, 2025. According to Hindera, this is the third year of collaboration between the DPRD and LPPM ULM, and so far the results have been considered satisfactory, both in terms of substance and timeliness.

In addition to the FGD, the LPPM ULM team will also hold a public test to gather aspirations from the wider community. The draft paper will also be distributed to stakeholders in order to obtain additional reviews and input outside the official forum.

“We are open to various corrections and opinions, both from official and informal forums. The ultimate goal is to produce a Regional Regulation that is responsive to the needs of the community and in line with regional development policies,” he said.

With full support from the DPRD and active involvement of SKPD, ULM is optimistic that the preparation of these three Draft Regional Regulations will be completed on schedule and provide a real contribution to strengthening regional regulations in South Kalimantan.
