VISION FORMULATION OF LAMBUNG MANGKURAT UNIVERSITY
Lambung Mangkurat University’s Vision Formulation
The vision of Lambung Mangkurat University (ULM) was established based on Rector’s Decree No. 1377/UN8/OT/2022 concerning the Determination of the Vision, Mission, Goals, and Targets of Lambung Mangkurat University. ULM’s vision and mission are also formulated based on the Academic Vision and Mission Paper, which explains the need for ULM to become a comprehensive and leading university in the field of science and technology, linking professionalism with science and technology, and becoming a center of excellence in the field of wetland environmental studies. Furthermore, ULM’s vision has been aligned with the visions of all ULM faculties.
Based on the stages of the Vision and Mission development mechanism formulated from the Academic Paper (SWOT analysis, Needs analysis (Market Signal), Target Achievement Indicators), as well as the Faculty and Study Program Visions agreed upon by internal and external parties, ULM’s vision is defined as “ULM as a center for the development of science, technology, arts, and culture, with an excellence entrepreneurial character based on the wetland environment.”
The consistency of ULM’s vision with the vision of all existing faculties can be seen in the formulation below.

The ULM Vision statement above contains three keywords: 1) Center for the Development of Science, Technology, Arts, and Culture, 2) Entrepreneurial Character, and 3) Excellence Based on Wetland Environments.
These keywords are operationally broken down to ensure that the Mission, Goals, Targets, and Achievement Strategies are aligned with ULM’s vision. These three keywords are outlined as follows:
1. Center for the Development of Science, Technology, Arts, and Culture
ULM is committed to being an institution that plays an active role in the development of science, technology, arts, and culture through research, innovation, and quality education. This includes enhancing academic capacity and contributing to society in various scientific fields.
– Science: ULM serves as an institution that produces and disseminates relevant and beneficial knowledge for society.
– Technology: ULM supports technological advancement by conducting research, innovation, and implementing technologies that benefit various sectors of life.
– Arts and Culture: In addition to science and technology, ULM also instills artistic and cultural values in education and campus life to preserve and develop regional and national cultural heritage.
2. Embracing Excellence Entrepreneurial Character
ULM aims to produce graduates who are not only knowledgeable but also possess an entrepreneurial spirit. This entrepreneurial character encompasses creativity, innovation, competitiveness, and the ability to create sustainable business opportunities.
3. Wetland-Based Environment
ULM promotes excellence based on the wetland environment, which is a characteristic of South Kalimantan. This environmental focus encompasses research, conservation, and the sustainable use of wetlands for community welfare and regional development.
This vision reflects ULM’s development direction as a university that excels not only in academics but also plays a strategic role in regional development based on the unique wetland environment.
Lambung Mangkurat University Mission Statement
ULM’s Mission Statement is:
1. To organize an accountable, high-quality, and relevant Tridharma of higher education based on the principles of good governance by providing a humanistic, innovative, and proactive learning environment for the development of science, technology, arts, and culture;
2. To create an independent and synergistic ULM environment in the management of financial, human, and institutional resources;
3. To produce graduates who are adaptive, harmonious, intelligent, and possess the character of wasaka (waja to kaputing) to meet the human resource needs of the business and industrial world;
4. To implement and disseminate the development of science, technology, arts, and culture in a dynamic and competitive manner based on excellence in the wetland environment;
5. To establish national and international cooperation in the fields of science, technology, and culture based on the principles of equality and mutual benefit.
In line with the established vision and the scope of ULM’s main duties and functions, ULM’s Mission encompasses the Tridharma of Higher Education, namely education, teaching, research, and community service. ULM’s mission aligns with the implementation of the Tridharma of Higher Education, namely efforts to improve the quality of educational services, research, and community service by fostering togetherness among all academics and implementing participatory, transparent, and accountable management. This is also reflected in ULM’s efforts to increase transparency and accountability in institutional management as an organization based on the principles of good university governance.
Lambung Mangkurat University’s Objectives
The following is a statement of ULM’s objectives, in accordance with the duties and functions of implementing the Tridharma of Higher Education:
- The realization of the Tri Dharma of Higher Education that is just, equal, high-quality, and relevant to the development of science and technology, focusing on flagship wetland management programs;
- The realization of strengthened university governance based on good governance, institutional development, and improving the quality of human resources and infrastructure;
- Producing graduates with character from the highest to the lowest (wasaka) and competencies capable of competing internationally;
- The realization of collaboration with various domestic and international universities, central and regional governments, the business and industrial world, and other stakeholders at the national and international levels.
- Based on the statement of objectives established by ULM, the objectives of each faculty are also aligned, aligned, and reinforce those objectives, particularly regarding the continuity of the scope of achievements and the relevance of the resulting output standards.
Stages of Achieving the Goals of Lambung Mangkurat University (ULM)
Actualizing ULM’s vision requires a series of milestones to ensure each set goal can be achieved realistically and measurably. Therefore, the achievement of ULM’s vision will be realized through four milestones:
Stage 1: Integrative Maturity (2011–2014)
– Achieving a healthy organizational governance pattern.
– Strengthening the implementation of education, research, and community service (PPM).
Stage 2: Transformation (2015–2019)
– Improving human resources in the wetlands environment sector.
– Improving facilities and infrastructure that support wetland excellence.
– Increasing the number of research, PPM, and collaborations in the wetlands sector.
– Producing graduates with character and international competitiveness.
Stage 3: Relevance and Productivity (2020–2024)
– Improving the quality of education and learning based on Outcome-Based Education (OBE).
– Increase the quantity and quality of research based on the environmental excellence of wetlands.
– Improve university governance based on good university governance.
– Strengthen partnerships with various national and international parties.
Phase 4: World Wetland Development Center (2025–2045)
– Increase the number of Intellectual Property Rights (IPR) and patents.
– Increase international scientific publications.
– Increase international scientific meetings.
– Strengthen international cooperation in the field of wetlands.
– Make ULM a center for wetland studies and research in the Asia-Pacific region.

To achieve these goals, ULM has established goals and strategies based on the university’s mission and objectives, as follows:
