Socialization of Technical Guidelines for Implementation of Lecturer Career Development and Development Services
The Ministry of Higher Education, Science, and Technology (Kemendiktisaintek) held a socialization regarding Technical Guidelines for Implementation of Lecturer Professional Development and Development Services on Monday (3/3/2025). This event was broadcast live via the official Kemendiktisaintek YouTube channel.
The socialization aims to introduce Kepmendiktisaintek Number 63 of 2025 (Kepmendiktisaintek 63/M/KEP/2025), which is a revision of Kepmendiktisaintek 384/P/2024 which regulates various procedures related to the development and professional development of lecturers in Indonesia, starting from registration to promotion of lecturers’ academic positions.
This Ministerial Decree on Science and Technology has been in effect since its socialization and will be in effect until the end of 2025. In 2026, this regulation will be replaced by Ministerial Regulation on Education and Culture Number 44 of 2024, making it part of the transition period towards a newer policy.
This new regulation covers various important procedures, such as updating lecturer data, appointment of the first academic position, management of lecturer performance, and the academic promotion process. The regulation contains five strategic issues, including transparency and ease in the academic promotion process for lecturers, as well as new requirements that include nationally or internationally recognized works of art.
Development Services Based on Employee Status
Ministerial Decree on Science and Technology Number 63 of 2025 regulates career development and lecturer services that are differentiated based on employee status, between Permanent Lecturers and Non-Permanent Lecturers. Permanent Lecturers will receive functional allowances and honorary allowances according to their position level, while Non-Permanent Lecturers will only receive allowances from the university where they work.
However, both Permanent Lecturers and Non-Permanent Lecturers have the right to participate in certification and apply for functional promotion, while still referring to this regulation until the transition to Permendikbud 44/2024.
Requirements for the First Appointment of Lecturers to Academic Positions
The socialization also discussed the requirements for the first appointment of lecturers to academic positions, which are divided into two categories, namely CPNS lecturers, PNS, and those who move from other functional positions. Lecturers who apply for the first appointment must have a Masters or Doctoral degree, at least one year of teaching experience, and scientific publications that meet standards.
Strategic Issues in the New Technical Guidelines
Kepmendiktisaintek 63 of 2025 recommends that the promotion of lecturers’ academic positions be carried out transparently and accountably, and sets a maximum limit for submitting promotions three months before retirement age. In addition, there are new regulations regarding the requirements for academic promotion from Assistant Expert to Professor, which now also accommodates works of art recognized by universities or internationally.
Timeline for Submission of Lecturer Promotion
The process of submitting a functional promotion for lecturers in 2025 will be carried out in several waves. The first submission will be made in Wave 0 (February 10 – March 21, 2025) and will be continued with Waves 1, 2, and 3 throughout 2025. Lecturers are expected to understand this regulation so that they can make good use of it.
With the issuance of this regulation, the Ministry of Education and Science and Technology hopes to create a more transparent and professional academic promotion system for lecturers.
